Using Adapting the default acoustic model for different languages

Can I use dafault adapting model for sinhala language?
If YES what are the files I need to do the task?
I followed the tutorial in http://cmusphinx.sourceforge.net/wiki/tutorialadapt but stuck at "Accumulating observation counts"

Is their a way to add my phonemes to en-us-phone.lm.bin file?

The ones described in tutorial - transcript file, audio files, dictionary

Dictionary must match the phoneset of the original model

No, you have to create language model again
