Syllable recognition isn't different from the word recognition. You just need
to build syllable-based language model and syllable-based dictionary. You can

Sphinx3 is the only Sphinx decoder which is able to do phoneme recognition ,
For Syllable recognition Sphinx4 can recognize it or not ?
Sphinx4 can be configured to recognize syllables.
