It seems I'm missing the tools to convert LM to DMP?!
I don't have development tools running is there a link to the conversion tools
needed for Windows?
How about an online solution?
Maybe I need an explanation of easiest cheapest/free build route and correct
best package?
or maybe there's a link to the best tutorial for using my own newly created
acoustic model (of course untested at this point).

I'm thinking it should be part of the ShpinxTrain RunAll process. I'm not sure
why it isn't or can't be (providing something usable).

You need the tool lm3g2dmp. It's the svn trunk at SourceForge.net.
No, you need sphinx_lm_convert. It's part of sphinxbase package.
