I didn't find tag.jar in sphinx 4 sourcecode

I downloaded the source-code of sphinx 4 but I didn't find tag.jar in the bin
folder , can someone help me ?

The file is in libs folder.

libs/tags.jar

It's tags, not tag.

I fix the problem with building resources , I don't know that I have to build
them first
