Where is setup_SphinxTrain.pl in SphinxTrain?

I downloaded latest version of SphinxTrain from svn and when I go to folder
scripts , I didn't find setup_SphinxTrain.pl

how can I do the training without setup_SphinxTrain.pl ?

I don't know here I should execute this command

sphinxtrain -t an4 setup

I try to execute it in directory of database , but there is no tool called
sphinxtrain

D:\work\IT\speech\sphinx\new>sphinxtrain -t an4 setup 'sphinxtrain' is not recognized as an internal or external command, operable program or batch file.

how can I execute this command?

I found the solve in another thread

Windows training is not supported in the development version. You still need
to use 1.0.7 scripts, only the binaries must be replaced.
