A bit late, but why not. Follow the instructions to install sphinxbase and sphinxtrain on Windows. Both are installed as described here: https://cmusphinx.github.io/wiki/tutorialpocketsphinx/#windows. After that, just follow the adaptation guide (https://cmusphinx.github.io/wiki/tutorialadapt/). Should work. I didn't get to test it yet, since I just did it on Ubuntu, but next time I'll try on Windows, since I prefer it over Linux, but I think it should work, since all the necessary programs are here after having compiled them with Visual Studio 2013, but 2019 seems to compile them fine too, and also creating pdb files, which 2013 doesn't create. Just in case, this person explains how to do it on YouTube: https://www.youtube.com/watch?v=OjMX75RVjOs.
