I downloaded the VoxForge Acoustic Model (English for Sphinx) (http://www.voxforge.org/home/downloads) but I'm not sure how to manipulate the data to use it with Sphinx 4.

You need to build jar the same way as described in:
http://cmusphinx.sourceforge.net/sphinx4/doc/UsingSphinxTrainModels.html
