We actually use the command in Debian to configure the keyboard:
dpkg-reconfigure console-data
So if this does not work, could you please report this to our upstream, i.e., Debian Linux: https://www.debian.org/Bugs/Reporting
The package about this issue is "console-data".
BTW, please also try to choose "Select keymap from the full list" (the last one) to configure the keymap.

I am using a german keyboard. Even if I choose "qwertz" the keys always accord to the american types. I tried it with 2.5.2-31 and also with 2.5.5-33.
