I tried the latest stable 2.6.3-7. I tried the latest testing 2.6.4-7 from 2019-09-03
I tried them in failsafe. I read around and see a suggestion for similar models to
remove "nomodeset" so I tried removing that I also removed queit to see if I could get some more helpful errors.
    Here is where it stops.

Is there anything else I can do to help troubleshoot this?

Thank you so much forall the help you give.

How about Clonezilla live 2.6.4-7 or 20191016-eoan?

    This works:
To boot fully without the boot process hanging one must blacklist the 'intel_lpss_pci' module, which can be done on a live media installation by selecting the boot option you want and pressing 'e', navigating to the end of the boot options string, and adding 'modprobe.blacklist=intel_lpss_pci'

20191016-eoan worked. I'll try the blacklist maybe it will stop the screen from going to the ungodly super high resolution. My eyes are not what they use to be.

    Still getting super high resolution.

maulbongo: Is the resolution options working for you or do you have super vision?

I can read it but I have to put my head about a foot from the screen.

video=800x600 in my grub options fixed my resolution issue no need to blacklist anything.

Odd I don't see reference to this on this forum. I had used older XPS versions and had to switch the disk mode from RAID to AHCI in the bios to get them to work. I still have to do this for this model. I was looking if there was a way to do it with the disk left in RAID mode but it is fine for me to switch it.

One of them I will expiriment with leaving it in raid and see what I can find out.

here is what 'lspci -v ' tells about the controller

00:17.0 RAID bus controller: Intel Corporation 82801 Mobile SATA Controller [RAID mode] (rev 30)
Subsystem: Dell 82801 Mobile SATA Controller [RAID mode]
Flags: bus master, 66MHz, medium devsel, latency 0, IRQ 16
            Memory at 8cc80000 (32-bit, non-prefetchable) [size=32K]
            Memory at 8cc89000 (32-bit, non-prefetchable) [size=256]
            I/O ports at 4080 [size=8]
            I/O ports at 4088 [size=4]
            I/O ports at 4060 [size=32]
            Memory at 8cc00000 (32-bit, non-prefetchable) [size=512K]
            Capabilities: [d0] MSI-X: Enable- Count=33 Masked-
Capabilities: [70] Power Management version 3
            Capabilities: [a8] SATA HBA v1.0
            Kernel driver in use: ahci
            Kernel modules: ahci

Odd that ahci pulls it up in RAID mode. Maybe there is another driver I can use for it.

I find it interesting lspci shows two different hardware sets when I change it from AHCI to RAID
