Personally I am not familiar with MS Windows DHCP server.
However, I believe you can refer to /etc/dhcp/dhcpd.conf, the file created by DRBL, on your Ubuntu 12.04.
Put all the settings from /etc/dhcp/dhcpd.conf to your MS Windows DHCP server, then turn off the dhcpd service on Ubuntu 12.04. Of course, you might have to modify some of the parameters to reflect the case you have there.
