I am trying to clone my 1TB spinning disk to my 256GB NVM disk.
1) Can I do that? (Drive size looks like an issue.) 2) If so, what driver do I need to load to recognize the Samsung SSD 950 PRO NVMe 256GB?

It might work if you are sure the used blocks on the source disk are all within the boundary of the destination disk. They come with newer Linux kernel so they might support your hardware better. http://clonezilla.org/downloads.php
