ANSI tests and ECL

Hi,

afte a troubled season I found some time to work on ECL. One of the things I 
would like to do now is to synchronize the test suite in ECL with 
that from the CLOCC project.

My question is whom should I send the appropiate patches to? Several changes 
are required so that the test suite works with the latest ECL binaries. As an 
example, since the merge of the ECLS and ECL projects, the "ecls" feature has 
been dropped and now #+ecl should be used everywhere.
