The modules I normally build on 32-bit Cygwin [other than clx/new-clx, which is currently broken as you know] are rawsock, dirkey, berkeley-db, pcre, gdbm, bindings/win32, postgresql, fastcgi, zlib, libsvm, gtk2, and dbus.
