clisp/mingw is broken ATM because, briefly, clisp sometimes uses native
win32 sockets and sometimes it uses gnulib sockets.  It would take
someone who understands both clisp and gnulib (both current and future!)
to fix the problem.  One can start with my gnulib-bug complaints.
I no longer have any access to any windows box, so, even if I had
time/skill/desire to sort this mess out, I cannot do anything about it.
