I have never used msys/mingw, so all I can say is

please feel free to submit either unix/INSTALL patch or the patch to
the top-level configure which work for you to the sf patch tracker.
I hope other mingw users (e.g., Yaroslav) will test them and if they
work for others too, I will apply them.
