The compiler is fixed now: bind-compile.erg is empty. bind-eval.erg still has
a few failures.

make_variable_frame() creates 2 bindings for a symbol declared special:
the "declaration binding" (value=specdecl, flags=0) and "value binding".

activate_bindings() activates only the latter, not the former.
could this be the root of the problem?

But "make check-ansi-tests" still shows a few failures that were not there
before we started working on this:
  SYMBOL-MACROLET.8, DEFUN.5, DEFUN.6, DEFUN.7, DO*.17, DO*.18, DO*.19
