is this normal, or an error?

    F:\WINDOWS\system32\wbem\wmipsess.mfl: OK
    F:\WINDOWS\system32\wbem\wmipsess.mof: OK

Is it safe to add "CHM" files to the exclusion list to save considerable scanning time ?

yes it is normal, look in the filters tab of clamwin preferencs, you will see the list of default exclusion filters
