You can use updated version of clamav binaries from https://oss.netfarm.it/clamav/ with ClamWin, download 32bit version, extract and replace all files in ClamWin bin directory, you also need to replace clamwin.zip in the ClamWin lib folder with this one.
BTW: lastest version on windows 98 is 1.4.3 and good luck loading the database (it takes 5-6 minutes on my vm)
