Out-of-the-box experience is not good. In /home/cinnamon, the subdirs ./cinnamon_system and ./cinnamon_data seems missing (when compared to server 2.4).
I downloaded a fresh VM again and found all directories are there! Consider this issue solved.
In the Server 3.0 version, cinnamon-system and cinnamon-data were moved to /opt/cinnamon.
