libXpm is needed for the ICC Examin plug-in.

Yes, the configure output gives a hint, that the makefile was removed.

Can you put the attached configure script into the 
plug-ins/icc_examin/icc_examin directory and rerun configure.
The verbosity is slightly changed and some variables are exported.
In general, the library path should be included by a -L"your/X11/path/lib" 
compiler option to find the libraries.
