First of all, cinepaint is neither a video editor nor a compositor, it is a graphic software which allows you to edit a number of different graphic formats such as jpeg, png, gif or even Kodak cineon. If you are looking at just brightening or enhancing your videos, I would suggest the excellent virtualdub http://www.virtualdub.org/index This software will have more than enough to knock your socks off. Among its features is removing the noise from videos coming from video capture cards as well as a number of handy dandy plugins. Cinepaint is used in the film industry to retouch "frame by frame" stills and 35mm films. More likely to fix old movies. Its key feature is being able to save in 16bit and 32bit per channel, that is Red, Green and Blue and also Alpha Transparency as opposed to just 8bits most commonly used by all graphic software.
