#45 Implement the SAX2 protocol for CIDXML

It might not be worth it, but consider implementing SAX2 for CIDXML. Given that no one would ever use another parser under CIDLib in the foreseeable future, its probably not even worth doing (since SAX is basically just a portable front end to hide the actual parser.)

It does have some usefulness in terms of a check box item, and to easy the transition to CIDLib I guess.
