Hello,

I think you need to add the developer's tools to your cygwin installation.
You can do this in the installation program by setting the appropriate
packages to "install" (e.g. the make utility).

It seems the install scripts are looking for the microsoft compiler (cl.exe)
which you can get from the free visual studio express edition.
