On windows, I placed e.g. 137 inside C:\Program Files\Google\Chrome\Application and how to make this version my default chrome? When I double clicked an html file, it was opened with the default version of chrome, which was 140. Thanks!

As far as I know - you can't. The version is exclusively managed by GoogleUpdate.exe
You can, however, use Group Policy to prevent updates
