#21 Html body tag and NullReference exception

If Html has no body tag a NullReference exception is thrown in
ChmDocumentParser.ParseDocument().

Web browsers usually cope with html files without a body tag so this is unexpected. I believe the code is fine except I do not like the error message, I'd say "You need to have a body tag" rather than just null object reference exception was thrown.
