#4 Suspend/Resume desktop changes

Action to suspend and resume desktop changes. This
would obviate the need to stop the daemon when the user
wants the current desktop picuture semi-permanent.

The daemon needs to be updated to support this, and an
interface for doing this should be available in
ChangeDesktop (Status tab?), the proposed Dock menu,
and the Menu Extra.
