[Cegcc-devel] arm-wince-cegcc target

I have tweaked the sources so I have a working binutils, compiler,
newlib and dlls. Haven't touched GDB yet, I soon will.

These all appear to work with the arm-wince-cegcc target. Shall I post
the diffs for public inspection now already, while I continue working on
the rest ? And while I'm away doing other things ;-)
