It is PocketConsole from SymbolicTools at:
http://www.symbolictools.de/public/pocketconsole/

But, for PocketConsole to work under WM5, you may need to set
HKEY_LOCAL_MACHINE\Drivers\Console\OutputTo to 0 in the registry.
