Its your project...and your decision - but as already said, IMHO there is nothing to fix in the INSTALL-file of semantic because the INSTALL-file of semantic is quite useless - i bet 99% of the people just download the cedet-suite and take a look into the cedet-INSTALL-file and nothing more. IMHO ust the existence of an INSTALL-file in the semantic subdir is to confusing and misleading especially for people who are quite unskilled concerning Emacs and installing packages. There is no need for a semantic-INSTALL-file because the cedet-Installation-process installs all necessary things very well. Or what are the purposes of the INSTALL-file of semantic? IMHO the current "turning on everything"-comments of the semantic-INSTALL should be placed in a semantic-README but not an INSTALL - or even better - in a section "First steps with semantic" in the info-manual.
