I posted a simple hack to the mailing list awhile back that uses Emacs's File Name Cache (e.g., file-cache-add-directory-recursively) and Semantic to scan everything under any directory listed in semanticdb-project-roots. I'll dig it up, see if I can add filtering, and repost it.
