i'm not going to say that this IS your answer as i haven't looked (and won't be 
looking) at how GNU Emacs integration of Cedet has modified things, but if you 
were to switch to bzr..   

(defun global-semantic-tag-folding-mode (&optional arg)
  "Toggle global use of option `semantic-tag-folding-mode'.
If ARG is positive, enable, if it is negative, disable.
If ARG is nil, then toggle."

..then by this definition, try '1' instead of 't'.
