Hi,

Ok, this is interesting. I added the ;. Company-mode with semantic
backend started to work. I disabled company-mode.
semantic-ia-complete-symbol also works in the described scenario.
I changed the scenario to this:

int A::|

semantic-ia-complete-symbol gives me:

int A::A

And when I change the scenario to this:

int A::f|

semantic-ia-complete-symbol gives me:

int A::public

I always type the first few characters, before I request completion, so
it works for me. But maybe this helps discover/fixing a bug.
