Obviously, you have used the 'Fixate CD' function. This is only necessary, if you want to write a TOC to a disc which - for whatever reason - doesn't have one. Normally, this funcion shouldn't be needed.
In addition, you have started this operation in dummy (simulation) mode. DVD+R(W) discs do not support writing in simulation mode.

I did a quick erase of the DVD+RW From the Video DVD tab I am trying to burn a DVD+RW from a folder that has VIDEO_TS and AUDIO_TS folders. The Writer is identified correctly and have not selected any other options such as Simulation or Fixate CD in the second attempt. However I get this error.
This CD cannot be written. Either it is a CD-ROM, or the CD-R(W) has been fixated.

First of all, it is not possible to erase DVD+RWs (except with Ricoh based drives). The DVD+RW standard does not support this possibility. These discs are just overwritten with new data.
BTW, which version of cdrtfe were you using?
You should download a recent version of cdrtfe. cdrtfe 1.3pre2 correctly recognizes a previously used DVD+RW and asks if you want it to be overwritten.
