Initial Comment:
The test checks that the values returned from GeometryTools.getBestAlignmentForLabelXY corresponds to the description in the javadoc for that method.
The fix implements the method so that the right values is return as stated in the javadoc.

this needs to be rebased with the latest master to apply. Currently fails
to apply
