libXp is no longer available for ubuntu 15.10 (I do not know about earlier versions).

I had to download the source from xorg, compile, and install it in order to link apps.

Not really a bug, however the build instructions may need to be updated.

    Fixed in git. All uses and therequirement for libXp has been removed. Xprint is no longer needed to build CDE.
