I had some issues compiling CDE on W11 WSL Ubuntu... and solved them all by taking a few things into account :
2.Make sure to add the en_US locale :
sudo locale-gen en_US sudo locale-gen en_US.UTF-8 sudo update-locale
3.Make sure that WindowsPATH is not taken into account
Add to /etc/wsl.conf [automount] enabled=false [interop] enabled=true appendWindowsPath=false
Shutdown WSL via "wsl --shutdown" and start it again to make sure the PATH is indeed not including the Windows PATH. Check via "echo $PATH" in WSL.

WSL is somehow different, so it is a good idea to exclude it as possible troublespot.
