#164 Inconsistent declarations of SCRIP interface routines

In CDAT-4.1.2/Packages/regrid/Src/regrid.c all SCRIP
regridding functions are declared using int and int []
arguments.
In CDAT-4.1.2/Packages/regrid/Src/_scripmodule.c the
same functions are externally declared using long and
long [] arguments.
This inconsistency in declaration results in erroneous
behaviour of CDAT on 64 bit platforms.

Solution:
The declarations in the first source code file should
be changed to match those in the second.

I have included the fixed regrid.c source file.
