Added some help information to 1.5 release readme.txt

This is the latest build, and the first to appear here. Source and jar build available for download.

I have developed this version of dopewars to beta level and have had some minor play testing done by some guys at work. I have 80% of the functionality and will add features as required my other testers. Watch this space for the first release soon.
