Conversion of CVS repository to Mercurial.

Hello, list.

In the course of the next few days, CC Mode's CVS source repository at
SourceForge will be superseded by a Mercurial repository.  Not before
time, either; the new way of working will substantially reduce the
administrative burden borne by the developers.

All the information in the old repo will be transferred to
the new one.  The old CVS repository will remain frozen in its final
state in its customary location, in case anybody might want to look at it
again.

There are some slight disadvantages to this change, notably that the
hg repository browser at SF is less friendly the the CVS one, but they
will be outweighed by the advantages.

If anybody sees any possible problem coming up, please tell me about it
soon.  :-)
