#1376 JA13 Improvement and new product addition

We need to streamline the JA13 compliance credit. Current JA13 listed HPWH has custom built schedule developed by Ben Larson for each model. This is not a sustainable process. In discussion with Bruce and Ben, we agree to explore alternative to the compliance credit. Current recommendation is to figure out a fixed % credit to any NEEA model when they are certified for JA13.

Additionally, we need to add some newly certified JA13 HPWH to the listing. The newly added models are attached and highlighted.
