#1356 Fan efficacy for existing/altered systems

The mandatory requirements of Section 150.0(m)13 and 0.45 W/cfm are required for Entirely new or complete replacement space-conditioning systems (150.2(b)1C) and Entirely new or complete replacement duct systems (150.2(b)1D iia). Testing found that the Standard Design is set to the mandatory requirement of 0.45 W/cfm in various cases when it should not be, such as when only the ducts are altered. Set the Standard Design fan efficacy to 0.45 if the ducts are "new", otherwise set the Standard Design to the Proposed Design W/cfm.

The ACM does not specify how HVAC system fan efficacy should be treated. Consider adding.

• adjusted pre-analysis fan power too high error message logic to allow higher than mandatory fan powers in systems not 'New'
