Precooling mods checked into SVN @ r2495 and subsequent executable bugs found during batch testing of these updates checked in @ r2499

Comparison of Old (v2022.3.1) vs. New (SVN) 2022 Precooling Flexibility updates included in following table. Negative #s indicate more energy use & positive report savings. Results represent an average of the 1StoryExample and 2StoryZonalExample models.
