The comment about the watermark is due to either no signature/key being sent or a signature that does not verify against the required key.
When choosing pdf only, there will always be a watermark. Only if in the Project Data tab has "Full (XML) checked, will CBECC send signed data to the server that can be verified against the public key for the version of CBECC-Com.
If the user is using the Open Source compliance manager version, it will always present a watermark.

Under the HVAC System Data Tab, verify that your heating or cooling system value is not set to zero.
"1" Unique Cooling Unit Types
If you don't have a cooling system for example, make sure you enter zero at the COUNT value.

To Pureflo15, if I am correct that you are using CBECC-Res, then you should submit your issue to the residential software support line at cbecc.res@gmail.com. This issue list is for CBECC-Com.
