Do you have the newest version of Struts that contains the tiles api? That looks like it may be the problem. You can download this from the jakarta.apache.org site. The version you want is "Struts 1.1 Beta 1".

I also noticed in your build that there are a bunch of deprecation warnings. James, Jon, we need to get rid of any calls to deprecated methods.
