#225 Downloading PHI from a case set after opening it in the new view

With this new update we are having issues downloading PHI again. This time, when you open the "Manage Orders" and click "download", the PHI downloads without an issue. If you Open the case set first, and then click the download icon, any PHI comes out as "null"
