#5 Local Date and Time formatting

Users might want to see dates and time displayed in their own local format. Adding a profile setting, users can choose between several date and time preset configurations; or select none, letting the system set its default date and time formats.

All application modules should use this configuration to format their dates and times, wherever they may appear.
