#5 API validation and standard exception classes

The API needs to respond to incorrect data in an
elegant manner.
Validation errors due to data errors and business rule
violations needs to be sent back to UI in well wrapped
Exceptions.

Some ApplicationExceptions and utility classes needs to
be implemented to do this.

And a "How to" document that will form part of Overall
project design document needs to be created.
