That normally indicates that bugle is looking for the filter-sets in
the wrong directory - common if you move it after installation or try
to run from the directory where you built it.

You can fix it by setting the environment variable BUGLE_FILTER_DIR to
point at the directory containing the filter-set libraries - they are
normally in something like /usr/local/lib/bugle if you've done an
installation.
