I made a confusing description of my request. What I meant was it would be great to have the subcategories (child) under the parent category in the <To> dropdown menu. Presently, they are listed alphabetically, regardless of the hierarchy!

You can already do this - set the Parent category to be the name of the category above the subcatgory. For instance, you can have the parent category as 'Auto', and have 'Fuel', 'Insurance', and 'Maintenance' below.
I will close this request as fixed sometime after January 15 2009.

Ahh, I didn't see your comment. This is a little more difficult, as the dropdown list doesn't support hierarchies. I will see what I can do...
