I have Java installed (java 8 u102 64 bit), but I also get the "Error in Java Launcher. Error while locating the most appropriate JVM" message. I have the JRE installed. Maybe I need the JDK installed?

Hmm, that's strange... where did you get your Java version? I am not seeing update 102 yet, the latest from java.com is u101. See https://www.java.com/en/download/manual.jsp . If you have a version from someone else (perhaps bundled with some other software), it may not work properly. I would suggest trying to use the latest version from java.com, and if that still doesn't work, try the JDK.
Also be sure to reboot after installing the JVM.

If it helps, I am using Janel (http://www.redskaper.com/Janel.jsp) as the windows executable that launches the .jar file (and searches for a suitable JVM). You may want to look at that project for more clues.

Maybe this will help others. Others could run the program. But i got the exact same "Error while locating the most appropriate JVM." Had the 32-bit jdk. But installing the 64-bit version solved my issue.

I am installing Buddi on Windows 7 according to these directions: http://buddi.digitalcave.ca/quickstart/windows7-install.jsp
When I attempt step 3.1 (run setup.exe as administrator) I get the following error message:
"Error in Java Launcher. Error while locating the most appropriate JVM."
Any suggestions will be appreciated.

You need to have a Java virtual machine installed to run Buddi. You can get this from http://www.java.com/en/

JVM should be sufficient. What OS are you running? The JVM detection methods are very different across different OSs.
